Use github actions to automatically run each of our nox methods for testing, linting (#10), and static type checking (#11) upon commit.

Just dropping it here so I don't forget. I bumped into the Labeler Github Action, which adds labels to PR's based on which files were changed. Looks like a fun exercise in Github Actions!

Also, I'd like to add badges to our README repo (looks cool! and is informative), such as start with why
