mimosa build + bower installs cause trouble, need to shut cleaner off #296

mimosa build starts with a clean. The cleaner isn't shut off and keeps watching the file system.

mimosa-bower comes along and adds files after startup. The cleaner picks those up and will clean them.

Sometimes the cleaner cleans them before the build moves them over, in which case nothing bad happens.

Sometimes it deletes them after the build moves them over, in which case the built files are deleted. That is bad.
