Remove tufte-common.def #1

The tufte-common.def file should be removed once TeXLive is updated. The current TeXLive for Ubuntu doesn't have the nobib option for the tufte-book class, this is needed to use biblatex.

Put the tufte-common.def depend on its own line

Make the tufte-common.def easy to remove.  We'll no longer need it when
the TeXLive version is updated.
