Bump cryptography restraint upper bound to <37.0.0 #171

resolves #170

Description

Increasing cryptography upper bound limit to <37.0.0. This will bring it in line with upper bound limit for latest version (2.7.8) of snowflake-connector-python.

Ah, it looks like we don't really run integration tests on changes to setup.py based on this logic. Let's try that once again with the explicit label.
