RESTful Forward Rule: Replace Target Base URL and Keycloak Server ID by Web Application name referring the DCM4CHEE_ARC service on the target Device - optionally including the configuration for a Keycloak Client.

Requires dcm4che/dcm4che#436, dcm4che/dcm4che#435
