The Transfer Capabilities in the default configuration of STORESCP for Video SOP Classes:

UID Value UID Name

1.2.840.10008.​5.​1.​4.​1.​1.77.1.​2.​1 Video Microscopic Image Storage
1.2.840.10008.​5.​1.​4.​1.​1.77.1.​4.​1 Video Photographic Image Storage

only offers Transfer Syntaxes:

UID Value UID Name
1.2.840.10008.1.​2 Implicit VR Little Endian: Default Transfer Syntax for DICOM
1.2.840.10008.1.​2.​1 Explicit VR Little Endian

which are not suitable for transferring videos, which are always compressed.

Instead Transfer Syntaxes:
