Ensure that objects on a Storage System with Storage Duration: PERMANENT get not deleted, if its Storage Cluster ID equals to a Storage Cluster ID of another Storage System with Storage Duration: CACHE.

Extends #1624 , which relied that the Permanent Storage is referred by a Cache Storage by one of its Export Storage IDs.
