Avoid ambiguities in the conversion of UID and Sequences by making the dcmjs code conform to the goals of NDD (https://github.com/pieper/dcmjs/wiki/NDD-Format).

Specifically:

don't drop UID or Sequence from the tag names
don't auto-convert UID strings to names
