Updated Mesos package and README with new cherry-picks.

High Level Description

One of the cherry-picks which we apply to Mesos before inclusion in DC/OS needed a rebase to accommodate recent changes. This PR also removes two previous cherry-picks which have landed upstream in Mesos, and updates the package README accordingly.
