it has problems with the application form at the beginning of Bureaucracy. There is some incorrectly placed text visible behind it, and there is no visible cursor for the text entry.

Ignoring ^ as a new line character breaks the menu extensions, as used
in help menus. The problem from issue #4 remains.

The problem is caused by the interpretation of '^' in the top window as a new line, which clearly it shouldn't be. Note that help menus (which use the upper window) do expect '^' to be interpreted as a new line.
