Circleci build update time - use their image with their docker

What happened (or feature request):

Circleci has updated their image so it uses a version of docker we can live with.

• Stop installing our own docker (although I think we still need docker-compose)
• Update versions that get installed.
• Consider turning on set -x in the setup script so we know more about what fails when circle fails the nightly build.
