Change name of "Localdev Foundation" to "DDEV Foundation"

"Localdev Foundation" got its name when it was not clear that the name "DDEV" could be used legally. Shortly, it will be clear

Describe your solution

• Change Colorado registration
• Change the name on the bank account.
• localdev.foundation website updated with new name
• Change information in Harvest app (invoicing) and existing invoices
• @ddev.com email should work
• Change the name where it appears.
• Add DDEV Foundation to ddev.com, Add "Foundation" page ddev.com#67
• Redirect localdev.foundation to appropriate page on ddev.com

I think all the pieces are in place. A blog post about the DDEV Foundation is in order.

There are still some other things that need to be done:

• Update D-U-N-S (Localdev Foundation is 037460496)
• Change the official name with Apple Developer (When we do this we can get a new cert and update the cert name in code here)
• Change the official name with Chocolatey
• Change name with Wise.com
• Change name with IRS
• Change name with Stripe (probably two different stripe accounts)
• Harvestapp.com is still somewhat using localdev even though the email is set correctly
• Bill.com probably needs to change email addr
• GitHub itself seems to be billing Localdev Foundation

Will add to this list as I discover things. There are still a few
