build: update php8.3, MySQL 8.0.34, and other dependencies #5310

Update php8.3; it's now at beta3, will shortly be rc1. DDEV v1.22.2 should include as much of it as we can.

Build new ddev-php-base with 8.3-rc1 at least
Check to see if we can get the missing extensions, especially php8.3-xdebug, in there
Build new ddev-webserver for it.

Updated to php8.3-beta3 (latest)
No new extensions are available
Updated to mysql 8.0.34
