Use DRUSH_OPTIONS_URI on Drupal8+ (but continue to use drushrc.php for Drupal7 and Backdrop)
Manual Testing Instructions:
In drupal 8, 9, and 7 and backdrop, try
ddev exec drush uli- they should work.Release/Deployment notes:
Release notes should indicate that people should remove all drushrc.php and drush.yml and suggest how to remove them.
