The Problem/Issue/Bug:
The current minimum docker-compose version is 1.21, but it has some specific bugs, and there's no real reason to support a version that old.
This bumps the docker-compose requirement to 1.25, which is what shipped with Ubuntu 20.04.
This should not be pulled until destined for next major release.
