ddev debug test should be run in a project directory [skip ci] #4249

The Problem/Issue/Bug:

The idea behind ddev debug test is it should be run in a directory sibling of a failing project.

How this PR Solves The Problem:

Make sure it is running in a project before switching to sibling directory
