The Problem:
A couple of titles in the PR template especially needed updating. Change "The Test" to "Manual Testing Instructions". Completely minor changes, can mostly be copied into other repos, except that our ddev issue template has started to become ddev specific, since we have outsiders creating issues and we need to nail down versions.
