The Issue
FUNDING.yml and Issue/PR templates can move to the .github repo, https://github.com/ddev/.github
That way they apply to the whole org and can be managed in one place.

The updated funding information (and templates) are starting to show up on all the other repos, so can be tested before we pull this one.
