The Issue
We're failing TestAutocompletionForCustomCmds on Windows, but it doesn't seem to make any sense even to pursue it. Autocompletion on Windows is quite rarely used, and this is a very narrow case.
How This PR Solves The Issue
Stop running it on Windows+Mutagen
