Ignoring dualbandwidth for now since it's way more complicated to set up.
More stupidity...
I misread the lua documentation. The bit32 library is only in 5.2 which is not installed on the omnia by default.
Also refactor it to be more what I was going for.
During installs, the config file may not be copied even if it was changed. Now, it does a file newer than check instead of just an existance check.
