"Can I vote" tab admin vissibility

Describe the bug

The 'Can I vote' tab does not appear as a component in the Administration Panel, so it is always visible and cannot be hidden. It would need to be hidden at certain moments (e.g. when the page is already public but the census has not yet been loaded).

To Reproduce

Steps to reproduce the behavior:

1. Configure a voting that already has happened
2. Go to frontend
3. See that you still can check if you're in the census with "Can I vote?" even though it doesn't make sense anymore.

Expected behavior

To not see the can I vote tab after the voting has happened.

This should be done with a setting in the "Votings page"

Additional context

Other solution could be to check "Votings end" field, but this could introduce problems in cases where the voting ends and the elections end doesn't match or the normative has particularities.
