Describe the bug

The pagination CSS is broken.

To Reproduce
Steps to reproduce the behavior:

1. Go to any page with pagination, for instance /admin/officializations?locale=en as admin
2. See that the pagination is broken

Expected behavior

To see it well

I have see this behavior also in localhost

This is a consequence of the redesign, introduced by #9229.

This may get redesigned for .28. I understand therefore that it is not a priority, since we'll get to this later. Correct me if I'm wrong. If the admin finally won't be included in .28, we'll fix it later.

I have also understood that only participant view would go into 0.28.

But if you want to redesign this part already for 0.28, no problem.
