What changes do you make in this PR?

  • Please describe why you create this PR
  1. Introduce episode lengths stats
  2. Use "native other's observation" as input, rather than only the relative pos/vel as "other's info".
  3. Better top-down cam position
  4. Max-step termination is supported, so the max ep len for each vehicle is also the horizon! (In this case the maximum environmental episode length is 2*horizon)
