Can I create a different deck?

The game I want to play is a variant of D&D that uses cards, it's called Dragonlance 5th age.

The Fate Deck is 82 cards, each with unique graphics.
There are 9 suits; Shields, Arrows, Helms, Swords, Moons, Orbs, Hearts, Crowns, Dragons.

Is it possible to change the number of cards in the deck and to swap out the graphics?

I was definitely able to change the number of cards in the deck and swap out the graphics. I did it for my own homebrew D&D group that uses cards.
