This removes the release directory since it hasn't been used for a very long time, is no longer necesssary, and is no longer accurate either.
This adds a README.md to describe the intended purpose of the contrib directory as well as the current existing items.

This introduces a
contribdirectory that is intended to house optional extra optional tools which may be useful when working with dcrd and related software.It is split into several commits which consist of the following changes:
