This removes the need for the contents of webui by embedding those files.
I also made various filenames consistent with the rest of the Decred utilities since dcrinstall will need to be re-worked anyway to deal with the webui change.
The web UI now generates graphs properly.
Also has some grammar/typo fixes that I found.
