This diff adds the
InfiniteScrollercomponent onRecordsList.Our current (and also legacy) politeia app on production uses the
infinite scroller to fetch paginated records. Since our new plugin-architecture
app hasn't implemented that yet, proposals fetching was being triggered
by a temporary button.
