f(p, y) = 1 + ( log(p) + log(y) ) / 2
Deficiency rate (%) = 10 f(p, y) + C e
where f is the function to calculate deficiency factor and p is for point, y is for year and C is for country constant. Point is the constant specifically calculated for which the company and the position in that company in question. Point calcualtion is beyond of the scope of this document because of its complex and sector dependent nature.
