This PR upgrades the oracle libraries to a recent version.
The required private libraries have been uploaded to the private repository.
Tests have been made with a docker setup using the container
tomcat:10-jdk11andcontainer-registry.oracle.com/database/free:23.4.0.0as the database.Vector and raster (GeoRaster) access has been tested against a sample dataset.
