Handheld support

Refactored and reconfigured to support a handheld controller with no shift register attached.

HAL-Refactoring

Release after refactoring the software. RR32CanLibrary is now a separate library that can be unit tested. Furthermore, RR32CanSwitchboard is now separated into HAL and application part, so that the application part can be unit tested.
