This adds all necessary setup to get started collecting metrics on your Elixir test suite with Testmetrics.

Hey Derrick!
I know how busy you are getting Level up and running, so I thought
that it would be nice to take care of the setup for Testmetrics for you
so you didn't need to take the time to do it yourself.
If you want to start collecting and tracking data about your tests,
all that you'll need to do is merge this PR. Then when you login
to Testmetrics you'll already be
set up and your data will already be there!
