This PR is intended to speed up daily engineering and Tucson mirror transfers by narrowing the definition of what needs to be transferred daily, as well as eliminating some old, commissioning-era data sets.

A little bit more work is needed on the Tucson side before merging.

Coverage Status

Coverage remained the same at 100.0% when pulling 5e9e244 on update-tucson-transfer into 10a9874 on main.

Although not a code issue, cleanup of desi/engineering/donut/ is still required, but should happen soon.
