This PR implements in fba_sv1 the PRIORITY/SUBPRIORITY change for the BGS SV targets.
The goal is to subsample the different sub-classes at a desired fraction.
The PRIORITY is set flat to 2000 for all BGS_ANY targets, and SUBPRIORITY is re-scaled appropriately.
