This PR is a small code cleanup to remove some leftover structure that was originally intended to test cython vs. numba. There is no change to functionality or even what code is actually run (we're fully numba now, no cython).
@londumas noticed in #163 that a
@numba.jit
was commented in _zscan.py, and looking more closely the comments don't even apply to the code as originally committed, thus motivating this cleanup.
