Description
In order to facilitate the work done in #14943 (comment), this PR extracts the "default" dropdown button into its own component, and makes the
PopoverDropdowngeneric enough to be anchored to anything clickable.It also adds some changes to
LinkButtonandObservableRefso links can be used with the popover dropdown as intended in #14943Release notes
