By default enabled, of course, but give the option to disable sftp chrooting.

Thanks @towo, looks good to me. As for the tests: yes, we use the baseline. But the baseline only checks for the hardened configuration so a PR shouldn't be necessary. |

As to writing tests... are those pulled from the baseline repositories? Should I submit a PR, if even applicable, to baseline for this change?
