Issue Description

Update devfile/registry-support Go modules (except Registry Library #1562) to use Go 1.21 with bumps to use k8s api v0.29.2.

Acceptance Critera

  • Update to Go 1.21
  • Bump dependencies including k8s api to v0.29.2
  • Bump helm chart version
  • Do code refactoring where needed

@michael-valdron I think this is completed by devfile/registry-support#243 right?

The only thing we haven't done is to bump up the helm chart version
