Set up versioning for @devfile/api typescript

Initially, @devfile/api is set as 0.0.1-date.

Describe the solution you'd like
Set up versioning for @devfile/api typescript that corresponds to the devfile api versioning.
On release I assume we should get like 2.1.0, the development version can be 2.1.0-date, we can use sha1 as well, but date is better in terms of give dependency manager upgrade it if needed when ^2.0.1 is declared.

It's set up in #555 but we still would need to add a building stable version on release I think
