Add in util funcs to help get deploy components

What does this PR do?:

• Adds in util funcs to help get deploy components when reading the YAMLs for outerloop deploy, consolidated from https://github.com/openshift/console/blob/master/pkg/devfile/utils.go
• Updates test due to version change in devfile/registry@49240fe#diff-aaf25aac844fdfda61a801ed532a73148b946f390dca7eb30ed01718ee04b263
