Data element, tracker domain type should not deactivate aggregation type #284

In add/edit data element screen, when selecting "Tracker" as Domain type, the Aggregation type field is deactivated. It should not be, as we need to be able to set aggregation type also for tracker data elements.

Needs to be back-ported.
