Build wheel and sdist artifacts and publish to PyPI when a new release is published via GitHub. Resolves di#80.

I haven't used the PyPA action for this task before, so please let me know if there are any additional changes necessary. This is a combination of action steps from the packaging docs and the PyPI publish action's readme. |
