The low number of homicides make it hard to evaluate local crime levels

It's using the weighted average of the nearest eight cuadrantes, but a model that gave an uncertainty interval would be even better

The problem is that for some crimes, like subway robbery it doesn't make sense to smooth the crimes. Also we have to deal with new crime categories somehow (maybe by default don't smooth).
