This adds a status for incomplete
CompletedWork. I don't know that this is the best approach but it should get the job done and fix a number of bugs and confusions reported by delivery. Specifically, incomplete work units will not appear in the "completed" count of the deliver status table but in their own new column. They will also not be automatically approved or rejected until complete.
