Generate windows exe and do away with docker pyinstaller image #241

Ticket

Following this PR which introduced the compilation of a DET executable (for Linux) upon publishing a release, this PR expands on this feature by compiling a Windows executable as well.

In addition to the above, the workflow has been changed to not make use of a docker image to compile the executables.
