OLD-6002: POS - Step 3 - Shipping and Billing Address includes payment method

Description

The payment method is in the same 'step' as the shipping and billing address; however, when entering address information AND entering a payment type and clicking continue, it then returns me to the same step (step3) and I have to re-select the payment method.

We probably should have another step in there just for payment method.
