Flows sidebar says "No logs yet" with no loading indication

Describe the Bug

When you open up a Flow and expand the Logs dropdown, it can take a while for any logs to actually show up. This can be misleading when it says "No logs yet" because it's actually still loading them.

To Reproduce

• Create a flow
• Run that flow
• Open the flow and expand Logs in the right sidebar
• Notice it takes a moment to populate (you may need to add more logs or have a slight network delay), and says "No logs yet" when loading, as if you had not yet ever run the flow.
