Add CC-BY-NC-ND license option for the sake of Elsevier #825

As much as I hate it, CC-BY-NC-ND is required for authors who opt to follow Elsevier policy when depositing an AAM: https://www.elsevier.com/about/policies/sharing#Accepted-manuscript .

We should list it in the dropdown as an option, in addition to BY-NC and BY-ND.
