langauges list appears in an uncontrolled order

on any page, the list of available languages appears at the bottom

the list is based on [languages] in horas.dialog

but it's checked against actually available languages in $datafolder and 
presented in readdir order, which is pretty much uncontrollable (depends on 
file system history).

should be alphabetical, or retain the order given in horas.dialog.

(noticed during cross-system regression testing)

probably applies to missa.dialog too.
