Description

Language fallbacks seem to render a fallback page content in the wrong language.

Steps to reproduce

Install django CMS 4.1.0rc4 with versioning
Create page in English, publish
Create German draft for that page
Go to the German URL of the page
The English page content is shown with empty placeholders

Expected behaviour

Redirect to fallback url

Actual behaviour
