DEP 0010: Dissolving Django Core (#47)

* Add draft DEP dissolving Django core.

* Update and clarify in response to feedback.

* Fix a couple typos.

* Updated draft, with several changes, including:

* Clarify voter registration process for Technical Board elections.

* Clarify role of Releaser.

* Clarify rationale, and desire for recognition to be handled by the
  DSF.

* Added process for removing a person from the Framework team.

* Added process for selection of Mergers and Releasers.

* Updated draft, correcting several typos, clarifying a few places, and
better explaining the motivation of the DEP.

* Add a title.

* Assign number: DEP 0010.
